Human Rights Commissioner Amtsberg on the report concerning alleged transnational repression against Egyptian human rights defender and journalist Basma Mostafa in Germany
Luise Amtsberg, Federal Government Commissioner for Human Rights Policy and Humanitarian Assistance at the Federal Foreign Office, issued the following statement today (16 April 2025):
Germany vehemently opposes transnational repression, either online or offline. That home states continue to put pressure on activists and human rights defenders even when they are abroad is completely unacceptable. Repressive measures by states aimed at surveilling, intimidating and silencing individuals constitute a violation of international human rights standards and of state sovereignty.
The report by the UN Special Rapporteurs (AL EGY 6/2024) about alleged transnational repression against Egyptian human rights defender and journalist Basma Mostafa in Germany, which is apparently being carried out by agents acting on behalf or with the acquiescence of the Egyptian authorities, is deeply concerning. Just like the UN Special Rapporteurs, I as Human Rights Commissioner of the Federal Republic of Germany strongly urge the Egyptian Government to respond to the allegations raised.
Germany offers protection and safety to foreign human rights defenders, journalists and opposition leaders persecuted in their home countries. We must not tolerate continued threats here to their fundamental freedoms.
